English Express October，2022の記事を題材に、10月13日オンラインにて９名の参加により英語学習と設問に対する意見交換を行いました。
1.題材
・Divisive Decision on Abortion and Limited Hopes for Gun Control
アメリカの分断を招く中絶判決と期待の持てない銃規制
2. 設問
・中絶は女性の権利として認めた50年前の判例を最高裁が覆したことの是非
・アメリカの銃規制の現状をどう思うか
3.意見
①中絶問題⇒中絶を禁止する今回の米最高裁判決には反対の意見が多かった。
（中絶を認めるべきとの意見）
1）・中絶を禁止することはアメリカ憲法第14修正条項に規定されている国民の私的権利
の侵害ではないか。出産は女性の私的権利であり、国が関与すべきではない。
・中絶を禁じることは女性の社会生活、健康、生命さえ脅かすことになる。
2）・中絶は以下5つの状況では認められるべきではないか。１）母体に危機、2）胎児に
致命的障害がある、3）胎児に知的障害がある、4）レイプ、近親相姦、5）経済など
個人的事情。しかしアラバマ州では１）及び2）しか認められない。
・日本においては避妊薬等に関する制約を緩和するべき。
3）・中絶を是とする意見はアメリカ内でも多い。世論調査の61％は中絶を認めている。
多くの企業は従業員に中絶を認めている。Gallup Pollでは米最高裁に信任を置いて
いる回答者は25％にとどまる。
4）・1990年代にNYで犯罪が激減した原因は、1970年代に中絶を認めた最高裁判決との見方がある。その結果、スラム街の貧しい十代黒人女性の私生児出産が激減した。
（中絶を認めるべきではないとの意見）
5）・胎児と言えども、人権や生きる権利が尊重されるべきだ。
6）・障害がある胎児であっても、近親相姦やレイプによる妊娠であっても、生まれる生命
は尊重されるべきである。女性の権利の主張よりも責任が問われるべき。出産する
女性へのセイフティーネットの充実が望まれる。
②銃規制⇒多数が銃規制に賛成意見。
（銃規制に賛成）
1）・今年前半だけでもアメリカの銃による大量殺人は306件、死者は1万人に上る。
・アメリカ議会は党派を超えた合意で30年ぶりの銃規制法案を可決したがまだ不十分。
2）・銃保有の規制が緩い州ほど、自殺を含めた銃による死亡者数が多い。
・銃による大量殺人を防ぐことは銃規制のみでは不十分。犯人の多くは精神異常者で、
精神疾患に対するケアが必要である。大量殺人者の30％は精神疾患を患っている。
・中絶反対の州と銃規制反対の州はおおむね一致する
3）・アメリカでは銃の保有そのものが犯罪を凶悪化し、恐怖が恐怖を呼ぶ悪循環に陥って
いる。この連鎖をどこかで止めるべきだ。
4）・米国では銃保有の結果、銃を使った殺人、銃を使った自殺の件数が多い。
5）日本では封建時代に刀狩りを行った。現在も市民による武器保有はない。
現在のアメリカで必要なのは銃規制と言うより銃保有の完全禁止ではないか。
（銃規制に反対）
6）・アメリカの銃社会は歴史からくる文化であり、より安全な社会環境へと改善すること
により銃の使用機会を減らす方向への努力が必要ではないか。
7）・アメリカで銃保有の禁止をしても銃の製造販売が地下に潜るだけで効果はない。
銃を使用した犯罪の厳罰化、銃による被害者への社会的ケアを充実させるべき。
3.Opinion
(1) Roe v. Wade
①Pro-Choice
1) The denial of abortion is a violation of women’s human rights that are endorsed in the 14th Amendment of the US Constitution.
2) The abortion should be admitted in the following cases. 1) a danger of maternal body, 2) Fetus with fatal disability, 3) Fetus wit intellectual disability, 4) Pregnancy by rape or incest, 5) Individual reasons.
In the state of Alabama, only 1) and 2) are accepted.
3) In US, a poll showed 61% was affirmative for abortion. A lot of US corporations admit employees to have an abortion.
In Gallup Poll, only 25% said they trust in the US Supreme Court.
4) There is a view that Roe v. Wade in 1970’s resulted the fall of the crime occurrence rate in NY in 1990’s, because of less unwanted babies among mothers in poverty, especially in their teens.
②Pro-Life
5) Even a fetus has a right to live.
6) The woman’s responsibilities as a mother should be regarded more important than her rights. It is desirable to enhance the social system to help mothers in raising their babies.
(2) The Gun Control
①Pro-Gun Control
1) In the first half of this year, there were 306 mass shootings in the US, and about 10,000
people were shot dead. The congress passed a bipartisan bill to tighten gun control, however, it seemed still weak to stem the crimes with guns.
2) According to the survey, the gun control is effective. It shows in the states with the easier gun-control, the number of suicides by guns is higher.
It is also important to enhance the mental health resources as well as tighter gun controls.
3) The vicious circle of the higher menace and heavier arms should be stopped.
4) In the US, they have many more suicides by the guns than other countries.
5) The US need to eradicate the passion of guns by ordinary citizens, rather than having tougher rules. They should learn from the sword eradication that took place in feudal Japan some 5 centuries ago. Since then, ordinary people do not carry weapons in Japan.
②Anti-Gun Control
6) The possession of guns by the citizens in the US is a kind of their culture which comes from their history. They should look for the better and safer social environment which eventually decrease the need to be armed by weapons.
7) The ban on the guns cannot be effective to reduce the gun holdings by citizens.
It will make the gun businesses go into hiding. The tougher punishments on crimes by the guns and enhanced system to take care of the victims should be considered.
