今回は、いつもの英文記事を読む前に、本年の世界的リスクについて、各自が事前に用意した見解を発表する時間をつくった。メンバーから発表された内容例：１）気候変動リスクでは、南極の気温が20℃を超えるなど、最早、温暖化を食い止めることが出来なくなる地球規模の転換期 (tipping point)を迎えている、気候変動が進めば、人類にとって今は当たり前の活動を変化させることになる、国際的な対応が最優先されるべきとの危機意識の表明、２）コロナウイルス汚染リスクでは、その脅威が齎す、経済的、政治的、国家的リスクを数字にて具体的に説明、３）グローバルに巨大化した企業、特に米国のGAFA 4社、その4社に追いつく勢いで躍進する中国の代表企業BATH 4社の売上や時価総額を日本の上場企業2,200社とのデータ比較により分析し、現存する国家の仕組み・存在そのものへの脅威を生みつつあるリスクと解説、４）トランプ大統領の一般教書演説の中身や弾劾裁判から逃れることが決まった後にも取られた政権内への報復人事からも想像されることとして、今年後半の大統領選挙まで、トランプ現大統領による尚一層に独断的な政治姿勢の高まりがあり、米国内の分断や政治制度の正当性が疑われる選挙となろう、世界的にも大きなリスクになると分析予想。メンバー各位がしっかりと（当然、英文で）事前準備し、夫々のリスクついて、内容あるプレゼンが披露された。その後に続いた英文記事の音読と討議を含め、有意義な３時間であった。英文記事の音読と討議セッションで取り上げた記事タイトルは、“Japanese response to alleged global Chinese assault on rights ‘lukewarm,’ rights group says” 訳せば「グローバル規模で行われていると疑われる幾多の中国の人権侵害に対する、日本政府の反応は‘生ぬるい’と人権活動団体が指摘」。日本側の生ぬるい批判は殆んどインパクト無く、もっと具体的に踏み込まなければならないと、日本側を責めている。記事後半では、同団体が、ゴーン事件を取り上げ、日本の刑事・司法制度は“人質”司法制度、被告人に自白を強要する制度であると批判するもの。この批判について、サークル内で発言された内容は、この機会に日本側にも世界的基準に照らして、見直すべきところはあっても良いのではないかとの意見あり。一方、このような場合には、先ず、日本が法治国家として適用する制度の中身、おとり捜査、司法取引、推定無罪などの定着している欧米との手法の違いや背景、立場をしっかりと発信すべきであるとの指摘あり。更に、法務大臣などが、国会やマスコミ相手に話す場合の応答が、一語一語、外国語に翻訳され、海外に向けて発信されることを意識し、説得力を持って、正確に伝わるように、日本語の法的用語・表現・文脈に気を配り、しっかりと反論すべきであり、日本側の発信力の欠如を改めて感じたことを記しておきたい。
Each member, after having done thorough homework to select one risk issue out of the global risks which are commonly considered for the year 2020, presented his or her opinion of the risk issue. 1) Global warming risk: it was presented that, in view of the various natural disasters which are being globally witnessed and the easily foreseeable consequences to be brought to our life styles and things we now take for granted, it is imperative that we all human beings should jointly take drastic and global actions immediately. 2) Risk of Giant corporations in the U.S. and China : unless some measures are implemented, these corporations appear to present, sooner or later, growing threat to the roles of nation-states, which need to originally get involved in making universal rules for businesses and to control risks of these giant businesses escalating toward monopolizing major IT or AI markets. 3) Risk from a new coronavirus outbreak: we cannot yet foresee any sign as to when the menace may be contained, and analyses presented were, on economic risk, by breaking down business sectors in yen values, on political risk, by connecting to Olympic and Paralympic events and also to the scheduled visit of Xi Jinping in April as a state guest and, finally, on country risk : by stating possible structural changes caused as a result of on-going irregularities now taking place in the area of ordinary business practices and stagnation of ongoing supply chains, etc. And finally, 4) Risk of the U.S. Presidential race process and outcome: as pointed out by some major media, it is likely that it will raise doubt on the legitimacy of the U.S. political systems, particularly by furthering division within the U.S. As President Trump was just recently acquitted of the impeachment trial, he is regarded to embark on strengthening his conviction and his highly dogmatic stance in making political decisions on many issues. For the session of reading aloud a newspaper article and discussion, the title of the article from Japan Times we chose was: “Japanese response to alleged global Chinese assault on rights ‘lukewarm,’ rights group says.” The first part of the article is a scathing report by NY-based human rights activist group, Human Rights Watch, criticizing the Chinese government on various instances as the visual threat to the international human rights system, while criticizing, on the other hand, Japan’s response to alleged rights abuses displayed by China “lukewarm.” The second part is focused to criticize Japan’s criminal proceedings and judicial system as long overlooked ‘hostage’ justice system, with suspects being held for long periods in harsh conditions to coerce a confession and stressed that handling of Carlos Ghosn case shows clear violation of human rights. On the second part of the article, we discussed how we should react to the allegations or criticisms of this kind, transmitted from abroad, but, details of discussions are omitted from this report, regrettably, due to the space of writing.
