３ヶ月に一度のOldies カラオケの２時間、英語発音と音程（！）に気を付けての時間を大いに楽しみ、その後は、英文記事の勉強会。取り上げたトピックスは、熊本地震 「パナマ文書」。
The Kumamoto quakes
4月14日にM6.5の前震、その一日後にM 7.3、震度7の本震という形で発生し、5月半ばになった今も余震の続く熊本地震に関する記事を音読、討議した。今回の地震は、兵庫県南部地震1995、新潟県中越地震2004、東北地方太平洋沖地震2011に続くもので、我が国では、地震災害は いつ何処に発生するかも知れないことを改めて感じた。某地震学者が、今回の地震発生は 江戸時代に連発した巨大地震と酷似している、巨大地震は連続して起こることが在ると言うので、この際、その理解を深める為に、江戸時代に連発したM 7～8クラスの大地震を検索すると、大分地震1596、その翌日の伏見地震、本州南海沖地震（慶長地震）1605、東北地方太平洋沖地震1611と、5～10年の間隔で発生、また、江戸末期に於ける安政大地震と言われるものには、東海地震・南海地震、江戸地震などが続き、M8規模のものが、1854～1855の期間に頻発していることを知る。我々は、恐ろしい列島に住んでいるわけであるが、現代は、歴史上の地震災害時には無かった、道路や鉄道網の高速化、建築物の高層化や人口・政治・経済の首都圏への止まらない集中があり、このままにしていれば、昔も今も、何ら変わらぬ自然・活断層・地震の脅威に逆らうことになる。首都圏を中心にした被災で、いつの日か、取り返しの付かない打撃になるのでは・・・と危惧する。
The quakes demonstrate once again that natural disasters can hit at anytime and anywhere, and we, therefore, should seriously start to refrain from just continuing to make expressway systems, rapid transit systems or building high-rise buildings. We should rather take actions to stop concentrating social and economic resources into the Tokyo Metropolitan area and rather speed up actualization of a longtime discussed relocation plan of central government functions to other regions. Otherwise, the ferocity of nature in the Tokyo Metropolitan area could cause the irretrievable damage of the whole nation at any time.
Insight into the global shell game
「パナマ文書」、今回の漏えいが切っ掛けで此れから徐々に明らかにされてゆくであろう世界のマネーの流れの中で、此れまで国際的な場で余り話題にされていない不明瞭な側面・実態を伝える記事。表現力に優れたネイティブの記者によって書かれた英文の記事には難解な箇所も多いが、主張・表現に独特の深みが感じられる。いつものように辞書やネット検索など、各位の事前準備の後の音読・討議の時間であったので、記事内容は実に興味深いものになり、有意義な相互研鑽の機会となった。タックスヘイブン（租税回避地）と呼称されるように、その不透明性が全ての疑念の根底にある。政治家や権力者による口座開設や利用の場合は、国民を裏切る明白な腐敗を示すものであるが、個人や企業による利用についても、税の公平性や利用者の倫理性などの観点からの問題が内在することに間違いがない。では、果たして、タックスヘイブンと呼称される現存の仕組みが、今後、国際的に違法性の無いと思われる枠組みに どのようにして入れられるのかである。各国の利害・思惑あり、実態解明から始まり、国際的合意形成に至るのは、容易ではないように思われる。
The article on “the Panama Papers” describes revelations of accounts suspicious of wrongdoings or connections with some of the prominent world leaders. It writes also that, while shell companies may be used as vehicles for tax avoidance, money laundering or drug trafficking, they can also be used to shield assets from corrupt or authoritarian governments where the rule of law is not working. We take this as pointless argument. However, the follow-on description about how the restrictions of coverage by Chinese media are implemented regarding handling of “the Panama Papers” is interesting, all the more because the current and former top Chinese officials are listed and their connections are insinuated. It is written that the Chinese authorities are likely to be diverting the attention of their own people from any doubtful involvement of their leaders and rather using the information in their crackdown against illegal behavior and attempts to hide ill-gotten gains by their common and powerless people, as part of or perhaps to reinforce the anti-corruption campaign that is being waged inside the country, in a way unrelated to the revelations of “the Panama Papers.”
